cd481962ff fix: set the PYTHON_BASIC_REPL environment variable 
This is a work-around for Debian shipping a broken version of Python 3.13.

The crash of the REPL can be seen after using `fg` on a suspended interactive python session.

e4df824579 chore(ci): reset dive to reasonable settings 
To work around an outdated and broken Debian image / packages combination I had relaxed the limits and disabled our `/etc/debconf.conf` changes.

This commit reverses those temporary changes.

72b2aeb090 Mitigate the wasted space from Debian 13.4 
The upgrade was just released today, and a new image isn't expected soon.

This work-around should let our builds proceed instead of waiting for a new image.
